Symptoms

SCADA on single or two phase devices is causing suspect SCADA errors in PowerFlow

If a customer has single or two phase SCADA devices, it causes a suspect SCADA PowerFlow solution for the feeder/island the device exists on.

PFService should process devices of all phases reliably

The issue can be reproduced at will with the following steps:
1. Generate a PF solution for an area that has a 1 or 2 phase SCADA device
2. Observe the results
