OPA 12 - Siebel : Can't Submit Result To Siebel

Customer is having issues with OPA 12 not able submit result to Siebel 15.7 Version.
1. Create an OPA interview call from SIEBEL.
2. Copied "OPA Interview Service Main Workflow". Change xmltag and IO/IC.
3. In "OPA Process Submit Data", step "Transform Submit Data to IO" is the issue.
4. In log file, step's output provide none primaryIC lines.
Found that the file used at step "Transform Submit Data to IO" is wrong.
After changing the following in OPAMsgToSiebelMsgForSubmit.xsl:
Upsert starting working correctly. Needs to be investigated and / or fixed in higher versions.
