ACTUAL BEHAVIOR

MCP is allowing 0 readings
The MCP is allowing '0' value meter readings on FA's. This in turn sends a 0 to CCB and MDM. MDM is then regarding this as a meter turn and causing to-dos and billing issues. MCP functionality should only allow 0 readsing when applicable and should have an option for Reading Not Applicable.
For example: technician goes to the location and can't get a reading (meter is inside) does not want to postpone or cancel because he wants to complete as the FA is not going to get done. Only way currently is to put 0 in the meter reading. needs to have a meter reading N/A selection.
