Unable to View DEFQ Menu Under ALM Application in 8.0.1 or Later (Doc ID 2202936.1)

Symptoms

After new installation of ALM 8.0.2, the menu for DEFQ screen does not appear.  A new user has been created and provided with all the present roles in the system to the Group. The user is mapped correctly to the user group, however the user is still not able to see the DEFQ screen.

ACTUAL BEHAVIOR
NO ERROR, just the menu is not present under Common Object Maintenance when Asset Liability Management is selected in the "Select Application" from OFSAA landing page.

 New ALM 8.0.x installation.
