Generic Error Message Displayed When Fund Allocaiton Is Zero (Doc ID 2203245.1)

Symptoms

Actual Behavior
In an Exchange, when one of the funds has no allocation (whether $0 or 0%) Prior to Patch 10.2.0.21 users could get the FundGUID of that fund.
As such, it was possible to put an edit with fund name stating that, for that fund, allocation was zero.

Expected Behavior
A custom error message should be displayed if the Fund Allocation is zero.  Sample configuration:



Steps to Reproduce
1. Enter an Exchange activity (or any other transaction with Allocation.)
2. Enter a zero value for any allocation, either To or From
3. Generic error message is displayed
