Using Oracle Demantra Demand Management / Engine
When attempting to use the EngineAdministrator to connect to the Demantra schema
the following error occurs:

Failed to connect to the database

-- Steps To Reproduce:

Customer states the issue can be reproduced at will at customer site with the following steps:
1. Run EngineAdministrator.exe
2. Carefully fill Username, Password, and Service with known good values.
3. Press the Connect button.
4. Observe the noted error in the output window and that the Run Engine button remains disabled.
