Symptoms

Periodic Estimation is not assigning "No Read - Outage" condition code to scalar measurements during an outage period. Instead the condition code ‘System Estimate’ is assigned to the measurement.


It is expected that the condition code "No Read - Outage" is assigned to the measurement when created as part of Periodic Estimation.
