Regularpricechangepublish Batch Does Not Produce the Flat File when Record Left in RPM_PE_CC_LOCK (Doc ID 2205436.1)

Records in the RPM_PE_CC_LOCK table are preventing prices from extracting to the stores.
No on screen error codes displayed.

Steps to recreate:

  1. Set the RPM to run with No RIB.
  2. Create and approve a Price Change at any level.
  3. Create and approve a promotion for a completely different Item/Location from the Item/Location that is used in Step 2.
    Make sure that the promotion approval will go to "Chunking Conflict Checking".
    Also, make this promotion approval so that the Promotion gets into "Pending" status and a record is left in RPM_PE_CC_LOCK table for this promotion approval.
  4. Run RegularPriceChangePublishBatch and RegularPriceChangePublishExportBatch.

Notice that these two batches do not produce any output (for Price Change on Step 2).

This issue if for clearances, also.
