LSH Post Install Program Is Failing With TNS Error

On : 2.4.6 version, Installation and Upgrade

When attempting to execute the Post Install Program for a new cloned environment,
the following error occurs.


The issue can be reproduced at will with the following steps:
1. Complete the environment cloning, data move and LSH setup
2. Execute the Post Installation Program
3. Check the log

Post Install never worked against this newly RAC cloned environment.
The TNS issue seems to general - workarea install is failing with the same error and jobs are Pending.
