How do you enable the permissions on $OPERATIONS_MODELS/ser for WebLogic when the NMS application and Weblogic are on different machines?
You don't have wls user id created.
This question is from looking at Step 6 on Page 27 of the 18.104.22.168 NMS Installation Guide:
Enable write permissions for the user that runs the Java Application Server (e.g., wls) such that the user can create files in the $OPERATIONS_MODELS/ser directory (typically $HOME/data/ser). This is done to enable the distribution of maps to web clients through the application server.
$ cd $OPERATIONS_MODELS
$ mkdir ser
# chown wls:users ser
