In MSS 6.2.1 Connection Design

CURRENT BEHAVIOR:

When we have a Pending Special Circuit on a Cancelled Order that has info in the NS_CON_REL_CA_VAL, we are unable to successfully cancel the design. When we hit Cancel Change, it gives us this error:

MetaSolv Solution client (tbs.exe) is stuck at this point:

1. Circuit Cancels
2. Issues are removed
3. NS_CON_REL_CA_VAL info remains in database
4. NS_CON_REL info remains in database
5. PORT_ADDRESS info remains in database
6. Unsure on Facility Assignments as these types of orders don’t normally have them.
Basically at this point, TBS will not allow us to access Circuit and no way to remove design. Actually cant even get into Circuit even in Read only to view it.

EXPECTED BEHAVIOR:

We would expect the system at point of Cancel Change to remove NS_CON_REL_CA_VAL/NS_CON_REL/PORT_ADDRESS/CIRCUIT_POSITION if there is any. Also would expect the Circuit to cancel, Issue to remain but Activity in that table to reflect Cancelled, and at least allow us to view Cancelled Circuit via Read Only Mode like we normally can.
