Table Descriptor Creation Fails With <Parameters are insufficient or improper>

Symptoms

On : 2.4.6 version, Installation and Upgrade

When attempting to create Table Descriptor from file,
the following errors occurs.

ERROR
-----------------------

1.ORA-06503: PL/SQL: Function returned without value in Package cdr.cdr_df_naming.checkOVNForNaming Procedure Cdr_Df_NAMING.checkOVNForNaming
2.Parameters are insufficient or improper
3.java.lang.NumberFormatException


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Program and add Table Descriptor - Add Target From : File
2. In the next screen, select <Create a Table Descriptor from an existing Table definition> instead of default <Create a new Table definition and descriptor from File>
3. Search <Definition Source> and add one of the found tables
4. In the next screen, <Create a new Table definition and descriptor from File> is selected by default again. click apply and the error is displayed
