DIVA manager is started but cannot access to the control GUI

On : 7.1 version,

DIVAArchive is not working

DIVA Archive is not working after the Manager server restart,

DIVAManager service is up but the Control gui cannot connect to the manager service

The issue has the following business impact:
Due to this issue, users cannot restore/archive any items
