INCFIF - Generate Forecast Concurrent Request Does Not Create Correct Forecast Quantity By Customer (Doc ID 2208124.1)

Symptoms

On : 12.1.3 version, Forecast in Test:

Users are using the Oracle Material Requirements Planning module. In the MRP module users have defined a Forecast Set = Premier with Forecast = FOCUS. They added a Customer called CHEF MIDDLE EAST - They then ran Generate Forecast concurrent request and then check the forecast. They see qty = 7100 for all forecast buckets. They remove Customer called CHEF MIDDLE EAST and rerun the Generate Forecast request and again all the qty = 7100 for all forecast buckets.

EXPECTED BEHAVIOR

Expect to see forecast created based on demand history for Customer called CHEF MIDDLE EAST when generating the forecast

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Forecast Rule
2. Setup Forecast and Forecast set with and without customer
3. Make sure all data has been pushed to table mtl_demand_histories
4. Run Generate Forecast concurrent request with and without customer setup in the Forecast
5. Forecast output is the same whether you specify a customer or not
