Setup or Staretl Fails For All Step 24 Processes With ORA-12518: TNS:Listener Could Not Hand Off Client Connection (Doc ID 2208590.1)

Setup.bat ( or staretl) is failing with an error in Step 24.

All SQL processes in step 24 are failing with error:
setup [INFO] (Progress) - Starting Script W_ACTIVITY_STEP_DS.sql
setup [INFO] (Message) - ERROR:
setup [INFO] (Message) - ORA-12518: TNS:listener could not hand off client connection
setup [INFO] (Message) - SP2-0751: Unable to connect to Oracle. Exiting SQL*Plus

STEPS To Reproduce
1. Run setup.bat (.sh)   - or -  staretl.bat (.sh)
