Command Line PDR Fails with "java.lang.NoClassDefFoundError" Error (Doc ID 2208609.1)

Symptoms

When attempting to run the command line Patient Data Report (PDR) the following error occurs:

Exception in thread "main" java.lang.NoClassDefFoundError: oracle/jdbc/OraclePreparedStatement
  at java.lang.Class.getDeclareMethods0(Native Method)
......
  at java.lang.Classloader.loadClass(Unknown Source)
