Unable To Display Inactive Usage Subscription

On Oracle Utilities Meter Data Management 126.96.36.199, when navigating to an Inactive Usage Subscription, MDM fails to display the Inactive Usage Subscription on the Usage Subscription portal.

Steps to Reproduce
- In UI go to Usage Subscription Query and Search by Usage Subscription Identifier.
- The Usage Subscription Result shows that it is inactive. Click on Usage Subscription Result to go to Usage Subscription screen
- On Usage Subscription screen the Usage Subscription zone does not show anything. It has the zone heading showing a minus sign indicating that it is expanded, but it is blank below that. No results are shown.
