Not All the Changes Made Through Redline Attribute Are Rolled Back When ECO Release Process Times Out

Symptoms
Actual Behavior
When ECO release times out, and the ECO had redline attribute information, item's revision is updated and redlined attribute information is saved.
However the value of the change controlled attribute on the latest released revision is not reflected by the redline attribute.
This is causing data inconsistency problem.
Expected Behavior
When ECO release times out, all the changes made by ECO to be rolled back
Steps to Reproduce
- Add Affected items to ECO, and redline change controlled attribute
- Release ECO
- Take time to release ECO
- Check the Redline of the Affected items tab. See the Redline information is saved
- Check the latest released revision of the item. Changes made to the change controlled attribute is lost
