Issues When trying to access urls through SSO -" Resource is not available message"

Customer is setting up SSO for Demantra application by following note id 1940438.1.
Followed steps as per doc and have copied oamAuthnProvider.jar and oamauthenticationprovider.war at respective location and bounced the weblogic.
Able to add OAMIdentityAsserter provider and have completed setup as per oracle recommendation.
When trying to access below urls through SSO, getting " Resource is not available message".
All resources are added under the Webgate setup for Demantra.
Issue SSO redirection is happening but somehow authentication is not happening and it is redirecting request to Demantra login page.
Customer is not logging through EBS. In this case, need to setup SSO by implementing OHS and webgate.
And trying to access portal and workflow urls based on SSO.
