Not Able to Delete Users From a Production Oracle Revenue Management and Billing (ORMB) Application System

Unable to delete users from the Production ORMB environment.
When attempting to delete a user, the page is hanging for several minutes and the user is not deleted.
The following error exists in the log file:

Program Name: StandardMessages$1
Text: Query timed out.
The issue can be reproduced at will with the following steps:
1. Go to Admin Menu--> Users-> search Users.
2. Select a User.
3. Click delete.
