Symptoms

When a user is attempting to upload a document of any type to a Proposal, (aka charter) or access any Documents in a project, the following error occurs:

Submission error

The for you submitted contains input errors.
Please review the errors shown, click the BACK button below and try again.
Security Violation: Out of application navigation

STEPS TO VERIFY

** Proposal:
1. Login as User with permission to edit charter, and project
2. Navigate to Charter, and Documents and Links in the Charter
3. Click on the [Add Doc] hyperlink
4. Submission error appears.

Project:
1. Open a project
2. Navigate to Documents section
3. Message appears:
Submission Failure
The form you submitted contains input errors.
Please review the errors shown, click the Back button below, and try again.
Security Violation: Out of application navigation

 Recent upgrade to version 16.1 with patchset 16.1.3.0 application. ** Continued for Proposal after Patchset 16.1.4.0 applied.
