CSV Import for Cost Type Payment Application Detail Line Item Data Seems to Fail for Records in Draft, Have to Close and Re-Open the Record. (Doc ID 2211130.1)

Symptoms

On Unifier : Version between 15.2.10.0 and 16.1.5.0

Attempting to import the Detail line item template in a Cost type Payment Application Business Process record.
When import is selected, it seems to process the job, but does not populate the record.

In closing the record and re-opening it the Line Item data is found to have been created.
