When attempting to launch P6 Progress Reporter, the following error occurs:
The issue can be reproduced at will with the following steps:
1. Launch Progress Reporter.
2. Observe the error reported in the pop-up window, as detailed above.
2. Observe the error reported in the server.log, as detailed above.
Due to this issue, users cannot launch the Progress Reporter.
