Jobs Don't Run. RPE-01003 And Oracle.apps.cdr.dbserver.exec.server.CdrPLSQLOperator (Doc ID 2211679.1)

Symptoms

On LSH 2.4.6.1 version. DB is 11.2.0.4, 64-bit on Linux. EXADATA RAC with 2 NODES

Job Queue is up and running, but Jobs cannot be executed. The OWB log displays the following error:

STEPS TO REPRODUCE

ADDITIONAL TESTS DONE
-------------------------------------

a) LSH UI => Administration = >Service Location, delete and recreate the Service Location. It failed again.
b) New Service Location (service type=PLSQL), reduce Number of Instances from 100 to 0. The jobs don't run either.
c) Aborted the job. Delete and recreate the Service Location now as Service Type = "PLSQL for Development" and Service Priority = High, but it did not work again.


Changes

 Brand New Installation, it has not worked before yet. It was installed from scratch.
