"User<USER_NAME> Does Not Have Permission Create Application Area On Object LIBDOMAIN" Although All LSH Roles Are Assigned (Doc ID 2211820.1)

Symptoms

Following the steps from the Smoke Test in <NOTE:1063225.1>.
Created a Domain successfully. Now, unable to create an Application Area. The error displayed reads:

User <USER_NAME> does not have permission Create Application Area on Object LIBDOMAIN.



STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a new user, i.e., <USER_NAME>. Confirm this user has the role with all operations in the user group:

a) Login to LSH GUI  as sysadmin and go to User Management -> Users.

b) Query my_user and check  on tab "Roles" the assigned roles.

You already verified the suggestions from  <NOTE:1092579.1> User <User_name> Does Not Have Permission Create Application Area On Object Libdomain

2. Create a new domain, i.e., <SmokeDomain>

3. Login as <USER_NAME> to LSH GUI and try to create an Application Area under SmokeDomain and you will hit:

ERROR: User <USER_NAME> does not have permission Create Application Area on Object LIBDOMAIN.

Changes

This is a brand new Domain.
