Batch Fails with 'Error connecting ...' in Router Log

Oracle Financial Services Analytical Applications (OFSAA)
Symptoms
In Oracle Financial Services Analytical Applications (OFSAA), when you try to run a T2T batch (ex. T2T_IRC_RATE_HIST), the batch ends in a 'Failed' status. No log files are created in $FIC_DB_HOME/log/t2t or in $FIC_DB_HOME/log/revloader. Checking the agent process logs in $FIC_DB_HOME/log, you find the following error in the routerTrace.log:
