Cancel/Complete using M2-FinalizeUtilityActByHost Service Returns Incorrect Message (Doc ID 2212330.1)

Symptoms

M2-FinalizeUtilityActByHost is invoked by the host system to cancel an order in MWM.  The Activity is in Assignment in Progress status while the assignment is in Dispatched status. MWM cancelled the activity successfully and it is even pulled off from MDT, but the service returns an error message "Activity cannot be cancelled. Dispatcher is notified."

BUSINESS IMPACT
-----------------------
As the service is returning an error response even after successfully cancelling an activity, the host system treats this as an error and keeps retrying. This then results in a "Task not found" message.  It stays in an error status in the host system always unless a user takes action.
