Cannot Login To Financial Data Manager (FDM) (Doc ID 221273.1)

Symptoms

When attempting to login to Financial Data Manager (FDM) after upgrading to 4.5, the FDM GUI disappears.  After launching FDM, before the login screen appears, the FDM screen vanishes.
