File Upload Showed Completed But Doesn't Appear in Document Manager

Information in this document applies to any platform.
When uploading a file to Document Manager in Advanced mode, the upload status shows 100% completed, but the document is not uploaded.
The following error is found in the log:On the details log the error:
error uploading - java.lang.Exception: UCM server is down~
