VWS Throws beVWARS "Invalid Size" Error when Loading MFile

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC), the beVWARS may throw one of the following errors when trying to load a freshly compiled Memory File (MFile):
ERROR: Rating MFile load failed with error : MFile may be corrupt, size of MFile is invalid.
or:
ERROR: Named Event Catalogue MFile load failed with error : product catalogue MFile may be corrupt, size of MFile is invalid.
The exact error will depend on whether the issue occurred while attempting to load the Rating or Product Catalog MFile.
This can cause the beVWARS to crash.
