Customer has configured a ruleset for changing Inventory state of Telephone Number to Unavailable on TN Create but inventory state doesn't gets change.
1.) Create a rule set to change Inventory State to Unavailable on create TN from GUI like when user try to create TN from GUI by clicking on Create button and then put rangeFrom and rangeTo and click SaveAndContinue. TN should directly go to Unavailable State instead of Installed.
2.) Tested this rule set on both Before and After but state is not changing . Rule set is fired though.
