Symptoms

On : 12.2.4 version, Worksheet

ACTUAL BEHAVIOR
---------------
A specific user is not able to access the notes. All the other users can see the notes.

EXPECTED BEHAVIOR
-----------------------
All the users should be able to access the notes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Collaborator Workbench as a specific user1.
2. Open an worksheet.
3. There is no note visible.
4. Log into Collaborator Workbench as any other user.
5. Open the same worksheet.
6. The notes are visible.
