Inappropriate Updation Of Last Modified User ID In Task

Symptoms
In 6.2.1 Work Management.
ACTUAL BEHAVIOUR :
When the user Processes the Supplement ,the task maintenance window appears for all type of supplement with option OK,Cancel and apply.Even if Cancel button is selected here, then also last_modified_user_id column is updated in the task table for all the tasks.
EXPECTED BEHAVIOUR:
last_modified_user_id column should NOT be updated in the task table for all the tasks when the user start to Supp the order but Cancels the Supp using the " Cancel" button .
It is even more vital for the Completed tasks for which also the last_ modified_user_id is updated even though no task related activity was done to them .
This is happening for all types of Supps.
