Duplicated Value for Branch Parameter of Via Header Field when SCA Running with Prack-support=true

Symptoms
On Oracle Communications - Network Charging and Control (OC-NCC) 4.4.1, all the requests being sent by SIP Control Agent(SCA) running with prack_support=true have the same value for "branch" parameter of "Via" header field.
According to RFC 3261-SIP:Session Initiation Protocol, section "8.1.1.7 - Via", branch parameter value MUST be unique:
"The branch parameter value MUST be unique across space and time for all requests sent by the UA.
The exceptions to this rule are CANCEL and ACK for non-2xx responses."
