You have a "process" for updating the bi-lateral tables in LiveData. This process can take some time (maybe 15->30 minutes or more). At some point in this process you generate SQL files that effectively replace the data in the NMS ANALOG_MEASURMENTS and DIGITAL_MEASURMENTS database tables.
The purpose of the update to make sure that LiveData and NMS are aligned regarding the mapping of bilateral points. LiveData indexes points in these bi-lateral tables with a sequentially generated integer. NMS uses this integer to associate to the appropriate NMS device. It is CRITICAL that the IccpAdapter and LiveData agree on the interpretation of these indexes...which points map to which NMS objects.
