Why is the forecast extremely high for some items?

The customer scenario they have an example item/location combination with an average sales values = 30 units/week.  Oracle Retail Demand Forecasting (RDF) generated a forecast above 150 units.  The item/loc combination has a history of two years with sales always below 100 units.
