Export To Excel Option Is Not Working and Cannot Move Add BO Pop Up Window (Doc ID 2215667.1)

ACTUAL BEHAVIOR  
---------------------------
"Export to Excel" menu item is visible on zone menu, even when "Excel Rows" zone parameter has value of '0' (zero).

Zone type: F1-DE
Number of rows to display : 50
Excel Rows : 0

As per help description:
"This controls the number of rows that are downloaded to Excel when a user presses the Excel download button in a zone. The default is the number of rows that are defined for being displayed. If you do not define the "number of rows to display" parameter value, then the default number of rows is 1000. If you enter a value of 0, the download button on the zone's toolbar will be hidden."

It is expected for the "Export to Excel" menu item to be visible on zone menu, when "Excel Rows" zone parameter has value of '0' (zero).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a custom zone of F1-DE type
2. Set Excel Rows as 0
3. Export to Excel Button is still available.
