SMService Fails To Restart Lighttpd

Symptoms

SMService does not restart lighttpd if it fails.

SMService captures that it has failed in its logfile, and NMS shows as offline, but SMService makes no attempt to restart lighttpd.

SMService should restart lighttpd.

The issue can be reproduced at will with the following steps:
1. kill lighttpd
2. Observe that SMService does not attempt to restart it.
