Unable to Create Account after Enabling the Parameter Uniqueness_account_no in cm pin.conf. (Doc ID 2216014.1)

On : 7.5.0.10.0 version, Customer Registration

There is an issue in production wherein having multiple accounts getting created with same account number across different schema's.
As a solution, tried by enabling the parameter uniqueness_account_no from 0 to 1 in CM's pin.conf file but unable to create an account. It is throwing the following error. 




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change value of the entry -cm uniqueness_account_no from 0 to 1 in $PIN_HOME/sys/cm/pin.conf file.
2. Restart the cm
3. Create an account in schema 1 without any service attached to it using PCM_OP_CUST_COMMIT_CUSTOMER.
