CC&B Application Timing Out Early

The CC&B application times out randomly - sometimes even after 15 minutes of inactivity. The preferred timeout period is 60 minutes. Steps to simulate are:
1) log on CC&B
2) Work for 5 minutes, leave it open and idle for 15 minutes
3) Go back to CC&B – timed out

Changing the timeout in weblogic, and also adding the below line in web.xml did not help:
