Why does Transaction/Storewide Promotion Get Stuck In Conflict Checking Status In RIB Mode? (Doc ID 2218198.1)

Transaction/Storewide Promotion Gets Stuck in Conflict Checking Status

Steps to Reproduce:

1. Create a Promotion with the following details:
Component Type - Transaction
Buy List – Quantity 10
Click Item > Item LOV > select Storewide
Reward List - 10% off
Store – 1 store
2. Approve the promotion.
3. After Conflict Check, observe in Conflict Check Result view: No Conflicts Found,
Yet the promotion gets stuck in conflict checking (CC) status and its record remains in the RPM_PE_CC_LOCK table

The issue is not resolved even after increasing the MaxMessageSize to 40000000.
