SNR Is Not Generated When Purchasing New Product With Same Policy Tracker (Doc ID 2218968.1)

Symptoms

On : ECE 11.2.0.7.0 version,

ACTUAL BEHAVIOR

Subscribe Notifications Request (SNR) is not generating whenever a new product is purchased with same policy tracker

EXPECTED BEHAVIOR
-----------------------
As per business requirement, SNR should generate whenever charge offer is purchased which is having same policy tracker

STEPS
-----------------------
1. Create offer profile with tiers 0 to 100 & 100 to 200 with Non currency resource X.
2. Create 1NGN/MB data charge offer
3. Create discount offer to track usage & add offer profile of step1
4. Create Charge offer with same offer profile in step 3 and add balance impact to same resource id of step3
5. Create account and purchase charge offer and discount offer from step2 & 3 (hence the offer with the associated policy offer profile is purchased)
6. Do data usage. As per offer profile configuration SNR will generate
7. Then purchase charge offer of step 4. Here SNR should generate, but there is no SNR generated after purchasing charge offer
