Symptoms

When an emergency FA is created, it creates an alert for the Mobile Worker on the MDT with options to accept or reject. When the mobile worker rejects the Activity, it should be allocated to the next available mobile worker and an alert should appear on their MDT with the options to accept or reject. This hand off should occur within several seconds. This did not occur. After 20 minutes we are still waiting for the alert to appear on the MDT for the mobile worker.
