"Do Not Import'' Within External Relationships Is Not Working (Doc ID 2219953.1)

Symptoms

ACTUAL BEHAVIOR:
---------------
The Relationship to an External Project is still there even though the Import option 'ignore' has been checked.

EXPECTED BEHAVIOR
-----------------------
None of the Eternal Relationships should be imported when the "Do Not Import" option is checked.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created three new Projects (Test1, Test2, Test3).
 
2. Created three Activities for each project (Activity type: task dependent)
3. For activity A1000 in Project Test1, assigned:

  Test1 A1010 Test1 A1020
  Test2 Test2-A1000 Test2 Test2-A1020
  Test2 Test2-A1010 Test3 Test3-A1000
  Test3 Test3-A1020 Test3 Test3-A1010

4. After Scheduling the Projects, the External Relationships are visible.
5. Export the 3 Projects to .XER.
6. Imported the Projects selecting 'Create New' and setting an EPS node.
7. Selected 'Do not import' in the template.
8. Once the import was finished, noticed that the External Relationships to the Predecessors have not been imported, however, all the External Relationships to the successors were still there. At a second import, none of the Successor links are imported, however the Predecessors are still present.

Due to this issue, users cannot get correct Relationship between Projects.
