Infocenter Is Not Accessible Due to the Error "com.inquira.foundation.exceptions.CVIOException: java.io.FileNotFoundException: registeredapps.xml" (Doc ID 2220641.1)

Symptoms

The infocenter instance starts up successfully in Weblogic but attempting to access it results in Database Connection Not Valid Error or Internal Server 500 Error.

In the logs the following errors are identified

com.inquira.foundation.exceptions.CVIOException: java.io.FileNotFoundException: G:\Inquira_8.5.1\InfoCenter\InfoManager\config\registeredapps.xml (Access is denied)


5156 [ProcessChangesQueue] INFO er.transaction.adaptor.Exceptions - Database Exception occured: java.lang.IllegalStateException: _obtainOpenChannel -- er.extensions.eof.ERXDatabaseContext er.extensions.eof.ERXDatabaseContext@55f919a1: failed to open database channel. Check your connection dictionary, and ensure your database is correctly configured.

When starting up via the ICE prompt there are no issues
