Palette Editor Shows Blank XML Window in Editor

Information in this document applies to any platform.
When viewing rules in the rules palette the palette pulls back the data correctly at first but then starts to display a blank window - the only way to correct it is to log off and back on again.
The following error is returned:
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Open the Palette, Global Rules Explorer
2. Navigate to Transactions, 'TransactionName', Plan Overrides, CopyBooks
3. Double click a CopyBook.xml
4. Double click another plan's CopyBook.xml - view the XMLSource
