OPA Hub - Connection to Siebel NOT Working

Customer has setup a new connection in OPA-Hub to Siebel 16.5 instance with standard Web Service.

The OPA Hub cannot connect to Siebel 16.5 instance if the Request / Response filter methods are present in the Siebel standard inbound web service AND SOAP UI cannot connect either.

If the Filter Methods are removed then OPA Hub can connect and SOAP UI can also connect. However, Policy Modeler cannot pull Integration Object fields.

Went through bookshelf and updated the user property ReqOperNameSpace to TRUE from Y on the OOB Business Service "Metadata Filter Service" and reinstated the Request / Response filters on the Inbound web service. Now SOAP UI can get the IO fields but OPA-Hub fails to connect (The Hub could not parse the response from 'connection name';

Need help on proper documentation AND insights on how to make the connector work from OPA-Hub.

Connection from OPA to Siebel should display as successful.

The issue can be reproduced at will with the following steps:
1. Create a new connection to siebel
2. Check if same works with SOAP
3. Check if connection works

Following error appears in EAIlog and OPA hub message:

Unknown Part 'http://xmlns.oracle.com/policyautomation/hub/12.2/metadata/types:get-metadata-request' for operation 'PUBContact_GetMetadata' exists in SOAP message.(SBL-EAI-04304)

The issue has the following business impact:
Due to this issue, users cannot set up rules in OPM using Siebel fields.
