VWS Reservations Time Out for Long Low Usage DCA Sessions (Doc ID 2221746.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C), for a low data traffic usage, the Billing Engine (known as VWS - Voucher and Wallet Server) was sometimes responding with NACK(INSF) while some available funds still remain from the original reservation and so the reservation is not extended and eventually times-out.
