Error: "Failed Saving User Data" When Attempting to Add Access to Team Member or Timesheets

When attempting to save changes after adding Team Member or Timesheet access to a user's account, the following error occurs:
The issue can be reproduced at will with the following steps:
1.Log into P6 as an admin-superuser and navigate to the Administer > User Access screen.
2. Add a license for Team Member or Timesheets to a user
3. Click save changes.
Due to this issue, users cannot be assigned access to Team Member.
