Symptoms

When attempting to migrate a SQL Server database to an Oracle 12c pluggable database, the following error occurs:

ORA-01033: ORACLE initialization or shutdown in progress

 

The issue can be reproduced at will using the following steps:

  1. Run the migrate.bat utility from the <P6 EPPM or P6 Professional install media>\database\ subdirectory.
  2. Select Migrate data from SQL to Oracle.
  3. Enter in the SQL Server database information.
  4. Enter in the Oracle pluggable database information.
  5. Click Next.
  6. Observe the reported error.
